That’s not true according to Scripture. Didn’t Christ say that lusting in one’s heart is a sin? So action isn’t necessary for sin to take place. Lustful thoughts would still need to be repented of.

What did He mean by "Lusting in one's heart"? If I see a girl and notice she's attractive, have I lusted? Or does it mean more like fantasizing about bedding her?

The latter. Are you saying people with homosexual urges only recognize someone as attractive and not lust after them? Aren’t homosexual urges by default sinful because they’re against nature, against divine design, finding members of the same sex sexually attractive?
