Using taxpayer money to fund the Ark.
If that's what they are really protesting then they may want to actually chat with the taxpayers, business owners, and civic leaders in the surrounding area, and see how much they appreciate the economic boost it's provided.

The article said "Tax Incentives". Usually this means a reduced tax rate (usually property tax) is applied to a business where the state thinks it will gain in income tax or sales taxes. It's an incentive for businesses to locate in the state. It doesn't say the Ark is receiving taxpayer money.

Tax incentives are NOT the same as using taxpayer money to fund the ark. They are tax breaks, usually offered because the new enterprise will offer some economic benefit to the community.
