The Churchs failure to act more quickly, he (O'Malley) acknowledged, exposed a major gap in the Churchs policies on sexual conduct and sexual abuse. And he called for a strong and comprehensive policy to address bishops violations of the vows of celibacy in cases of the criminal abuse of minors and in cases involving adults, outlining three important immediate goals.
Yet, after decades of cover-up and silence tactics that both facilitated Cardinal McCarricks rise to the top of the U.S. hierarchy and also discouraged his victims and others with knowledge of his predatory behavior from speaking out talk of policies and process seemed woefully inadequate.

No, what is needed is mass resignation and laicization of homosexual bishops and priests, laicization of all sexually active clergy, and permanent excommunication of the subset of clergy who abuse minors.
Then, what is needed is for the LAITY to draft new policies to reduce this as far as is humanly possible, and the for hierarchy will eat these policies as they are forced down the hierarchy’s throat. With relish.
The alternative is the continuous downward spiral of the human aspect of the ecclesial hierarchy.
The gates of Hell shall not prevail against Christ’s Church, which is the Catholic Church. He has already saved it by His sacrifice on Good Friday. But there is little reason to think that many, if any clergy, and especially bishops, will be saved with the Church.
