Another consideration to add for your friend’s husband:
Typically a Latin Rite bishop has no authority whatsoever over Eastern Rite parishes and their subjects, even geographically within his own diocese.
Occasionally, however, when there are few Eastern Rite Catholics he DOES have authority in the absence of a practical arrangement for the Eastern Rite Catholics. That does happen sometimes in the USA. It seems the Maronite Rite bishop did not chime in on the discussion — it could mean he didn’t speak up, or it could mean that +Vann has that authority.
This meddling is bad and shady if it’s the latter case. It’s bad, shady, and against Canon Law if it’s the former case where the bishop has no authority at all.
