Jesus was born in Bethlehem and grew up in Nazareth. How was he a migrant in Israel then?

He wasn’t a migrant in Israel, though Joseph, Mary and Jesus did flee to Egypt to avoid Herod’s persecution. However, since Egypt and Israel were both part of the Roman empire, that was more like fleeing from Texas to Arkansas than from Mexico to Texas.
