Very cleverly calibrated. Send a loud and clear signal—but you can splutter at and mock anyone who voices the obvious meaning of the signal.

That's probably why he wants to allow Catholics living in a persistent state of mortal sin, like pro-aborts or adulterers, and even non-Catholics to receive Holy Communion.
