No he has never said that.
However, he has said, “It is not necessary to talk about these issues (i.e. abortion) all the time. The dogmatic and moral teachings of the church are not all equivalent.”
Francis talks much more about tree-hugging, socialism, the U.N., etc.
He has said, “Some think, excuse me if I use the word, that in order to be good Catholics, we have to be like rabbits.”

“Responsible parenthood”, how is that different from Planned Parenthood? Red China has a “responsible parenthood” policy also.
The problem is he’s making a mess in faith and morals. I would love if his only issues were secular.
How long before he says a Buddhist can go up for Communion at a Catholic Mass. After all everyone will go to heaven according to pope Jesuit. Belief is Jesus Christ not necessary. It’s all right, go on up and receive the Lord. He understands.
