I would say yes. With welfare the church has less church wealth going to the poor and they probably get 10% of the welfare check as well.

That I seriously doubt. Catholic church-collection giving is on average way, way below 10%. Catholics are the lowest-level givers of almost any denomination, and I'm pretty sure welfare recipients would be below that low average.
