Maybe 500 years ago, yes

but as you say, without synod or collegiality, any such orders are, imho, probably gonna be pretty much dead letters

a leader is not very effective unless he builds support among any possible followers... and usually such diktats are pretty much ignored, evaded, and eventually tossed in the garbage pit (Gehennah)

just saying. and i could be wrong but all those bishops and of course priests and the rest of the Church... do expect to be involved... and have their viewpoints considered

I don’t you think you get Bergoglio’s methodology. He stacked the Sin-Nod with his hand-picked heretics; he changed the rules weekly. He’s sacked Cardinal Burke from two positions and has elevated heretics like Cupich.

He claims some “spirit” is guiding his “changes” like catholic divorce and Holy Communion to non-Catholics.

He’s vary vicious. The latest story is that he had a meltdown in November at the Casa Santa Marta where he was screaming that he would “have the hats” of the cardinals who had written him a letter about the Synod procedures and got so worked up he had chest pains and it was feared he had had a heart attack. He has shown that he’s perfectly willing to demote or force out anyone who opposes or questions him, and he is even pursuing legal action against two journalists who just mentioned information about the inner workings of his regime. And of course, the priest who gave them the information - which was not stolen and was actually part of a report that he may even have assumed it was okay to release - is still in the Vatican jail. He was arrested at night and held without charges and incommunicado for weeks.

So even the cardinals are scared of Francis, who is an angry, ruthless leftist dictator.
