It's equally ridiculous for the federal government to be involved in the distribution of contraceptives.

Agreed, however, Rienzi is making a claim that’s directly germane to the case. In order to force religious people to act contrary to their conscience, the law (Religious Freedom Restoration Act, specifically) requires the government to show there is no other practical way to accomplish their objective. Rienzi is pointing out what a silly claim this is, since there are clearly other ways to facilitate access to contraception that don’t require the LSOtP to compromise their beliefs.
