Did I say that Francis, as Vatican Head of State, did any action to "withdraw" the nomination of Rump Ranger Stefanini to be FRANCE's ambassador TO the Vatican? What am I missing here?

I certainly agree with you that the pope has no authority to "withdraw" Stefanini's name. That responsibility was that of the nation of France and was not up to the pope.
