The Pope's decisions are only infallible when he speaks ex Cathedra on a matter of doctrine or morals to be held by the whole Church.

Matters of custom or discipline don't fall into that category. The argument that priests must be male is regarded as a matter of doctrine. That RC priests may not marry is a matter of discipline, was not always true, and may be changed.

Arthur has explained that this is NOT just a matter of discipline, but a matter strongly connected to doctrine. Perhaps he can explain this again.....
