He's talking about the upcoming Synod on the Family in October. His point is that the primary focus of the Synod should be strengthening good families and the formation of good families in the future. IOW, this should be the main priority and that makes sense.
The question of Communion for those living in irregular unions is an issue for the Church but it should not be the most important issue of the Synod. IOW, it's of a lower priority.
In any meeting agenda there are issues of high priority and lower priority.
I hope you can see that this is far from saying "to hell with sinners".
The priority should be all sinners. Once again Rome is creating a class of super believers and all others can go sit in the corner and color.
