New International Version (NIV)

43 The Lord said to Moses and Aaron, “These are the regulations for the Passover meal: “No foreigner may eat it. 44 Any slave you have bought may eat it after you have circumcised him, 45 but a temporary resident or a hired worker may not eat it. 46 “It must be eaten inside the house; take none of the meat outside the house. Do not break any of the bones. 47 The whole community of Israel must celebrate it. 48 “A foreigner residing among you who wants to celebrate the Lord’s Passover must have all the males in his household circumcised; then he may take part like one born in the land. No uncircumcised male may eat it. 49 The same law applies both to the native-born and to the foreigner residing among you.” 50 All the Israelites did just what the Lord had commanded Moses and Aaron. 51 And on that very day the Lord brought the Israelites out of Egypt by their divisions.

teach us To Put Our Trust In You,
And Not In The Princes Of The Earth,
Or In Worldly Governments To Provide for Us,

Pray For the Peace of Jerusalem

The sign of the Covenant of Abraham was Circumcision. From this passage and from the incident at the inn between Moses and his wife Zipporah, it seems to infer that the Hebrews knew about it, and some practiced it, and some didn't. It was important that ALL who were counted as Covenant people have their males circumcised. It is now up to Moses to enforce that which he himself had once neglected. Many parents find themselves in a similar situation, when they themselves had a "misspent youth", and are now trying to raise decent kids of their own. It's not easy!

And for the Preservation of the Valiant
Israeli Nation!

ND the LORD said unto Moses and Aaron, This is the ordinance of the passover: There shall no stranger eat thereof: But every man's servant that is bought for money, when thou hast circumcised him, then shall he eat thereof. A foreigner and an hired servant shall not eat thereof.

In one house shall it be eaten; thou shalt not carry forth ought of the flesh abroad out of the house; neither shall ye break a bone thereof.

All the congregation of Israel shall keep it.
