New International Version (NIV)
The Deceit of the Gibeonites
20"This we will do to them, even let them live, so that wrath will not be upon us for the oath which we swore to them." 21The leaders said to them, "Let them live." So they became hewers of wood and drawers of water for the whole congregation, just as the leaders had spoken to them. 22Then Joshua called for them and spoke to them, saying, "Why have you deceived us, saying, 'We are very far from you,' when you are living within our land?

Pray For the Peace of Jerusalem
For all their dishonesty, the Gibeonites were quite clever. Although they were among those who lived in the area that God had given to Joshua (and thus were supposed to be "driven before him") they pretended to be from far away, beyond the borders of the Promised land, and thus, exempt from conquest. They managed to deceive Joshua into an oath not to kill them or drive them out. Upon discovering their duplicity, Joshua realized he was stuck with them, as he could not go back on his oath.
Here are some interesting points about the Gibeonites.
1. They knew that Joshua would not disobey his God.
2. They knew that Joshua's God was with him, and that they WOULD be defeated if they engaged.
3. They knew, that by dressing up in old beat up clothing and roughing up their appearance, they looked poor and disheveled from a long journey, and would engender compassion from Joshua.
4. They knew that Joshua would NOT break an oath to his God.
Just as the Gibeonites used Joshua's "Religion" against him, modern-day terrorists use the Israeli's religion against them. The terrorists know that if they need jobs, medical care, or charity, they can get it from Israel. They also know how to use world opinion and propaganda in their favor. It would seem that, the more things change, the more they remain the same.
