The “authentic magisterium of the Roman Pontiff” doesn’t include every offhand remark the Pope makes to a journalist or whoever. When he issues a formal teaching document, particularly if it commands assent, sure.
Some day a bad pope will issue a bad "teaching document" and it will be sure to "command assent". May have already happened depending on the definition of teaching document. Catholics should listen to the Holy Spirit at that point, not the pope.
Who gets to decide whether it’s “bad”? The guy in the mirror? How is that different from what Luther said?

A pope that does such a thing is not just a bad pope. He is an anti-pope.
