Looks like Bishop Robert Finn is an Opus Dei conservative whose subordinates may have failed him but has become a target of Pope Francis.

As reported by a local, Finn ... “failed to report to civil authorities a priest who had child pornography on his computer. Given the rather fuzzy circumstances of Finn’s failure, I did not regard it as extremely significant”
