Sure they did, if they made it public, i.e. advocating contraceptives. Of course what they do in private would be their own private business. The Church is not interestd in operating surveillance units.

Doesn’t matter. In a school owned and controlled by a religious order, they can do whatever they want.
At least in a Constitutional, free society. But maybe we are past that.
