VATICAN CITY (AP) -- Pope Francis has removed a key protege of Emeritus Pope Benedict XVI from the Vatican's liturgy office and sent him back to his native Spain.
In 2008, Benedict appointed Cardinal Antonio Canizares Llovera as prefect of the Congregation for the Divine Worship and Discipline of the Sacraments. The office is in charge of regulating how Masses and other sacraments are celebrated, and under Benedict's papacy took on a more conservative and traditional bent.

This is consistent with +Francis' treatment of orders which favor the traditional liturgy (see FFI) and his various comments about the Extraordinary Form of the Mass.
An alternative interpretation is that the See of Valencia is pretty important, and Cardinal Antonio Canizares Llovera is getting a promotion. Also, since he is 68, it puts him closer to home before mandatory retirement at age 75.
The article does not say why but only infers a reason leaving the reader to come up with their own conclusion. That is not good journalism.
I agree, it is poor journalism.
Bad journalism. Pope Francis, I agree, is doing away with careerism, in that Cardinals who go to Rome think that they have a bureaucratic job for the rest of their lives. A Bishop is first and foremost suppose to be a Shepherd and a Shepherd oversees a flock, the Diocese Cardinal Canizares is being appointed to is a major one and an important one. Certainly, there are other younger bishops who could be brought to Rome to work in the various congregations as a “service” to the Church, not a career move to make oneself papabile.
While it may not be good journalism, it is how the Church runs. The Pope, and most Bishops, are not in the habit of explaining why they do what they do, and traditionally people are left to infer. The Pope and the Bishops know this.
