If birth control ran around $2,000 a year, then I could see some logic to it being in the package. But since Walgreens and Wal-mart market the stuff at $25 a month....why exactly is this expected to be in some health package or mandated? You might as well offer cough syrup, Preparation H, and Vitamin C pills as part of the same “free” deal, if this is all logical.
