That was Western ruling elite MSM propaganda to try to demonize the Russian government officials as brutal and Islamophobic, and it worked in the West.
The Russians responded to Chechen terrorism because they were SO violent against absolute civilians and because of the Belsan school invasion and murder of most of the children there.
The Russian response included identification and intent to capture ALL Islamic terrorists, their families, and their supporters.
The operation also targeted the Chechen military that supported the terrorists, and was infiltrated by them.
The operation was successful, and the Chechen Military was entirely co-opted and is now the primary hunter of Chechen terrorists and political agitators.
