No less than ten people could make up a group that after 15 years of proven existence could be registered as a legal entity. Three such groups can form a centralized religious organization.

I don’t think this will fly in Russia. The Russians think that religion is real, and do not appreciate fraudulent or joke religions trying to capitalize on their respect for real religion.
America and Europe have been stupidly charitable to fraudulent or fake religions for too long, allowing them to use loopholes in our laws created out of respect for real religions.
In this, Russians clearly have a better attitude towards life and things.
