No, actually not.

A trial court's ruling may be persuasive, but it is NOT precedential.

The appellate court ruling is the first precedential opinion.

From a strategic point of view, you are correct, it will encourage others to sue. But from a legal point of view a trial court ruling cannot make precedent.
