Hoping for the best in many circumstances neutering any effective defense.
This is nothing short of utter disaster and the only sane thing to do is to start another similar organization with no sexual pervets allowed.
With no big money board of directors. Maybe faith based, with various churches and religions all on board. Either that or small local groups that can meet together regularly for camp outs and stuff.
The combination of “homosexuals” and “teenage/adolesent boys” is a recipe for absolute hell.
