The same reason all journalistic hyperbole is "self-serving". It's designed to create an angle, generate controversy, attract attention and thereby raise the profile of the author/organization which produces it.

"Grand Inqusitor" [sic] is tabloid trash talk.

"CDF Prefect Addresses US Ordinariate" works for me.

Actually, I think that his choice of this expression IN QUOTES is an attempt to poke fun at the anti-Catholic media.
