It specifically requires people to buy insurance and forces insurance companies to provide coverage. IOW, with everyone paying into it, it is a redistribution of wealth from those who do not need it to those who do, which at the same time raises the rates for all in order to continue paying for it. It also was subsidized by tax money not just from Mass., but from the federal government to the tune of millions of dollars.
