What you describe is expressly against how it is supposed to be done. I have NEVER seen or heard of being done in any of the many wards in 3 different countries I’ve been at, and I have no reason believe what you are reporting.
Accountability to God is certainly biblical, and the righteous don’t seem to mind it. But why does it bother you what other people do with their money and what they discuss with their bishop? Very strange obsession.
Tithing is NOT between you and some guy. It IS about you and God.
If lds want to be accountable to a man instead of God that’s their privilege but please don’t act as though its Biblical.
