That would leave few people qualified to vote today, as like maybe 1% of Catholics are real Catholics who live and know the faith. For almost all Catholics, all theyic has to do to be called a Catholic, is having been baptized as an infant. Few of them grow up to be are real Catholics who live and know the faith. I doubt if it's 1% today.
