I caught that at first too, however, I don't believe that the author is saying that's when Free Masons began but when certain parts of the ceremony were altered or more likely had evolved to.
What I read in the article doesn't exactly conform to my experiences as a Mason but may have in 1790 and in the days when J. Smith was initiated.
Who truly knows what exactly was practiced when George Washington was an active Mason. In those days there probably was nothing or very little written about the rites, rather it was verbal history. When I was initiated more than 30 years ago, I had a whole boat load of memorization to perform and nothing was in writing but I had an instructor, I in turn became an instructor
