In all honesty, churches need to step in more often if someone is overtly doing something. If it is know that a consistent sin is occurring, two people from the church are supposed to talk with that person to try to help them get things straightened out. If the person refuses, then excommunication may be necessary.

He had been excommunicated by the Lutheran Church - Missouri Synod.
