I don't understand the ACLU's problem with the cross. Islam has used the cross to crucify people who break Sharia Law. So for the Christian it means one thing and for the Muslim it means something quite the opposite. But it's meaningful to both, either way.

I think the ACLU doth protest too much. They need to hang with their Muslim buddies for a while and chill out, maybe go out to a bar somewhere in DC and lighten up.

I think it is because they can make money, or at least get paid for their efforts even if they fail, courtesy of the U.S. Taxpayer. There was a hue and cry about this some years ago and it was supposed to have been stopped, but I don't know for sure.
