It is voluntary.

Read the article. Some congregations were told it would be "voluntary," but money was given over to pay for the priest sex abuse settlements even after members had been assured it would not be.

Wonder how those Catholics feel who were told to their face that their offerings would not go to pay to settle some priest's sex scandal, and yet their money still ended up there.

Either the parishes were forced to pay or they volunteered it. Which is it?
