When did the Roman Catholic Church become the arbiter for morality, worldwide? Protestants, other Catholics, Hindus, Buddhists, Muslims, Pagans, etc don't take orders from the Vatican. Without the death penalty for capital crimes, criminals will always believe they can get away with murder and other evil deeds without paying the price.

Eh? It's a free country (world). If the Vatican wishes to express its opinion on the topic, how is that speaking for the world? Is it any different than some Republican clown Senator commenting on the issues of the world?
