The closer a person is to Christ, the more certainly He hears that person’s prayer. And Mary could not have been closer to the One she carried for nine months, gave Him birth, and reared Him as man, for the Redemption of the world.

Ok, let's leave that stand as is for the moment. Why should someone pray to Mary, if they can pray directly to Jesus? Who's closer to Jesus than .... JESUS?

The way to a man's heart is through his mother. Who better to ask our Lord for His intervention than His own mother? How can He resist :-)?

Does Jesus, being God, need to pray to Himself? The point of the sentence you quoted is that Mary is closer to Jesus than any other human being and her prayers are more certainly heard than ours. So, by asking her to intercede for us, our prayers gain the power of her stature with her Son.

Imagine you are trying to make a request from the POTUS. If you simply try to call the White House you will encounter all sorts of gatekeepers and probably never speak to him personally. Now, if you make contact with his chief of staff, chances are much better that the POTUS will hear your request and act upon it..
