The wheat and the tares seem to indicate that there are 2 categories: (1) justified sinners, and (2) some additional category of those who only seem to belong, but they never really have.
Am I interpreting your paragraph correctly?

Right. The justified sinners and the plain out and out sinners, coexisting (and sometimes smelling like a pile of rotten fish) until the day of Judgment.
