NEW YORK (CBS.MW) -- Standard and Poor's chief credit analyst for California said the rating agency will affirm its rating on the state's financial status in a report to be issued later Wednesday. David Hitchcock told CBS MarketWatch that the main issue for California remains sorting out its structural deficit, the shortfall between the state's revenue and expenses, and that the election yesterday of actor Arnold Schwarzenegger as governor won't immediately resolve that issue. In July, S&P lowered California's rating to BBB, the lowest of any state

California's deficit is no worse than the Federal deficit on a percentage basis. Its almost as if the Feds have some magical power that the Constitution denied to the States.

Now what could that be?

Of course the credit rating ddn't change. That is because the people who determine these types of things forsee Arnold being sabotaged at every turn.

S&P bases their bond ratings on a fiscal basis, not on a bunch of wudda, cudda, shudda fairy tales like those spread by Davis recently.

If Arnold can change the fiscal stability of CA, I'm sure the S&P rating will follow. Up or down.

SAN FRANCISCO (CBS.MW) -- The natural gas market is "headed for a train wreck" amid increasing demand for natural gas and decreasing supply, Cloyce Talbott, Chief Executive of Patterson-UTI Energy (PTEN) said at the Independent Petroleum Association of America's oil and gas conference in San Francisco. High natural gas prices are "likely to further increase demand for drilling services" during the 2003 to 2004 winter withdrawal season. Shares of Patterson were last at $28.48, up 7 cents.

I wouldn't expect anything this soon.

The BUDGET isn't due for a couple months I believe.

We could probably expect to hear something around then.

Actually Arnold has a chance, at the stroke of a pen, to truly de-regulate CA. This will be painful at first, to the consumer, but will also help tremendously in the long run.

He may be able to renegotiate several long term contracts that Davis blew when his people writing them freaked out and signed some onerous ones.
