I always wanted to see an individual state to declare war on another nation, or even another US state (preferably a noncontiguous one), just for the hell of it.

How about Rhode Island declaring war on Delaware? No particular reason why. But the two states are small enough where they can't cause too much residual damage to the other states. They also have access to the Atlantic so we should have some pretty cool naval action. Hopefully this is televised on ESPN.
