While I do support the concept of "privatization," does anyone else get the feeling that there's something really wrong when the government contracts it's jobs out to foreign workers?

It's happened before. remember whne the Japanese were running all the concession operations in out National Parks? The Reagan Administration put an end to that.

Is it really that, or is the government contracting the work to private American companies that then choose to subcontract the work to foreign workers? If it is the former, then it is a shame. If it is the latter, then cracking down on L-1 and H1-B visas would be in order.

The Department of Defense is buying some of its goods from China and the like, might as well farm everything out.
This bothers the hell out of me. I can understand a private company (although I may not like). To think that foreign companies in other countries could end up doing some of the federal government's work makes me sick. I don't even want to think about them doing any kind of data processing with our data.

You understate.
This is almost beyond belief.
Of course, many of the jobs being exported should simply be eliminated. We need to trim Government, not turn it over to foreigners.

In the line of work I'm in, it would be a security violation to do something like that.
