U.S. Army Launches Bids for Iraq Energy Work

The US Army has launched the bidding process for two Iraqi oil contracts worth up to US $1 billion, which will replace a deal awarded to Halliburton in March, according to reports.

The US Army Corps of Engineers said it would award one contract for fields in northern Iraq and another for southern fields, each worth up to $500 million. The deal will replace a hotly-disputed contract handed out to Halliburton. The Army came under pressure after awarding the deal directly to Halliburton subsidiary Kellogg, Brown and Root (KBR) without offering the work to the market.

The new 'requests for proposals' were put out on the Internet. The contracts run for 2 years, with three 1-year options extending to a maximum 60 months.

The workload includes extinguishing oil well fires, environmental assessments and cleanups, engineering design and construction, pipeline and refinery maintenance, procurement and importation of fuel, distribution of fuel products in Iraq and technical assistance.

Whoever bids on the work--and should one of them be awarded the contract--there will have to be a project manager.

We built a house for the project manager of Texaco's billion-dollar coal gassification plant in Baton Rouge twenty years ago, and he would be out testing the joints between pyramid blocks with a razor blade.

May the "winners" of this pair of contracts live in interesting times, with overruns, late fees, penalties, and, of course, interest.
