Or what? If they don't, do we sanction them? Bomb them? What punishment will be levied against countries that fail to comply? What if they just don't have the resources to meet these standards?

How much? Which nations pay what percent? But, gee, little questions like that aren't important, as long as your intentions are good.
-Water shall be protected from commodification and exempted from all trade agreements.
Why is commodification bad? Do you know it will ALWAYS be harmful to trade water? Maybe that's the only way some countries will be able to provide the safe, drinkable water mandated above.
-Water shall be conserved through sustainable agriculture and encouraging plant-based diets.
Again, or what? Who gets to decide what counts as sustainable agriculture? Is it the business of governments to "encourage" (scary word when associated with government)everyone to be vegetarian?
-Water resources shall be protected from pollution.
Who would argue with this? But again, who pays for it, and how, and what do you do to those who fail to comply?
Our children should be educated about the essential nature of water for maintaining life.
Pretty radical, controversial statement there. That will show all those people demanding we keep anything about water out of the public school curriculum.
Typical liberalism. Details, costs and results don't matter if your intentions are good.
