By this measurement, Baltimore is undoubtedly the most Democrat city in the nation. Even Moscow probably has 26 people who questioned the merits of its former communism.
Numbers like this keep Senators Sarbanes and Mikulski popular.

I wonder what lies the rats told those kids. I'll bet one of them was: If you register rat you MUST VOTE RAT or; the Bd of Elections will know and cancel your registration. This is what they tell newly sworn citizens from other countries.

There is an organization pushing for "youth rights", among them 16 yr old voting, as well as freedom from "gulag schools", censorship, curfews, bans on political contributions for those under 18, computer filter software (or any other parental control), parental notification of abortions or arrests(!), drug testing, and any "status offense" (anything you could get busted for as a kid and not as an adult, like posession of alcohol).
You can bet the Baltimore thing comes from this organization, as did the Cambridge MA lowering of the voting age.

It extends the captive audience quite a bit.
No longer will the teachers get kids to write letters to politicians- they will be part of the "turn out the (leftist) vote" machine.
Seems like the National Youth Rights Association gets a victory in Baltimore! They lost in Anchorage.
