Actually, it's called a marriage license, but an awful lot of people do it without the license. Same is true of driving cars. Licensing computer use wouldn't change anything.

Would a learner's permit be issued first and would an adult have to be present until the license is issued? Could get interesting.

I wonder, too, if the license would contain conditions and exceptions. I imagine that the basic license would permit only one position. Could get boring.
