Well, it is not exactly simply a "phrase".
I have no idea of your age, but if you are under 40, it is possible you assume calling the authorities to deal with a problem will "solve" the problem.
for example:
50 years ago, few people were jailed for spousal or child abuse.Doesnt mean it did not happen, just means they were not charged and jailed for it.
50 years ago, people were robbed or burglarised.
50 years ago, con artists plied their trade.
50 years ago, multiple murders by maniacs occurred.
Communities still had to deal with these crimes.They dealt with them, as best they could.
Of course, there were not so many laws and lawyers around back then, and laws were tied very closely to justice.
Now that Law, Truth, and Justice are formerly declared as completely separate issues in the courtroom, one might expect to see a resurgence of SSS.

Your observations reminds me of my grandfather. When I asked him (he was born in 1899, died a few years back) if there was more violence, etc. these days he say nah, but what had changed was law enforcement.
He said in 1910-40's rural Texas it was pretty much standard for the sheriff to show up at a murder and ask (if he didn't know the deceased) was "did he need killin'".
If the assembled crowd agreed that he did, well, it pretty much ended right there...
