Not sure...but the reason Morse struck the kid in the face was because the kid grabbed Morse's testicles. I'd say the kid got off light with a punch in the face.

I am not familiar with this case, but I caught a bit of the "news" last night (CNN) and one of the well-heeled agitators out front said something like "where's the justice, when these police go free and the man who filmed the brutality was sent to jail?"
I was very puzzled by that, but your question sorta sheds some light on it.
