If a simple law would stop murder and other violent crime, there wouldn't have been ANY crime in ANY place for about the last 5,000 years. I forget who said it, but insanity can be defined as repeating the same action in response to the same stimulus, despite the fact that the person doing so knows from prior experience that it won't work.
