Oh, ONLY, eh? That's an insipid argument even on the face of it. Seeing as vouchers have failed twice and constitute a threat to the independence of private education, I would rather truly privatize the public schools in a more insidious fashion. This plan privatizes the money flow without having to go the political battle. Once suppliers are forced to guarantee the product, the fluff will simply disappear.
You'd best take a look at that strategy as a whole. It's a lot more subtle than you realize.
