The US Government is sending a five-person team to Baghdad to carry out a review of how post-war Iraq is running.
The move comes amidst concerns for the stability of the country, as yet another American soldier was shot dead last night.
The team will report back to Secretary of Defence Donald Rumsfeld and the US civilian administrator in Iraq, Paul Bremer.
Mr Rumsfeld was asked today to comment on the recent string of deadly attacks against coalition forces.
He blames the deaths on remnants of Saddam Hussein's regime.
"They are out doing things that are unhelpful to the coalition and the coalition is taking every step possible to root them out," Mr Rumsfeld said.
Mr Rumsfeld says he would not classify what is going on in Iraq as guerilla warfare.
This is despite the shooting death of another US soldier last night, and the suspected abduction of two US soldiers from their security post north of Baghdad during the week.
21 American soldiers have now died since US President George W Bush announced an end to hostilities on May 1.
Coalition forces are also struggling to prevent sabotage of oil and power facilities, fuelling anger over their failure to provide basic services.
