FWIW, "Après Moi, Le Deluge" is Frog for; "After Me, The Flood", the motto of Royal Air Force Squadron No. 617, the famous "Dam Busters" of WWII.
It is an interesting choice of a title by Morris. If he means; "After Clinton, the Guano Hits the Fan", it is very appropriate.
BTW, FYI, one of the Lancaster bomber pilots on the damn raid in 1943, was an American, Sqdn. Ldr. Joe C. McCarthy.
