The people in the British colony of Gibraltar have twice voted against rejoining Spain. They strongly want to continue to be part of Britain. The is the real sticking point. Its something that the Labour Party can't get over.

Our church's minister is a 4th-generation Gibraltarian. To say "They strongly want to continue to be part of Britain" is really to grossly understate the issue.
