The Feds should just withold highway funds from any State that allows ballot initiatives. Throw in candidates who don't toe the Federal line.

Question 9 dealt with the legalization of marijuana. Portion of the text of the November 2002 Nevada ballot initiative supported by Nevadans for Responsible Law Enforcement:
"2. The use or possession of three ounces or less of marijuana by a person who has attained the age of 21 years is not cause for arrest, civil or criminal penalty, or seizure or forfeiture of assets."
